What's on the official record

5 November — OFAC cyber/TCO and Cuba designations plus a Cuba-related determination. The day page is titled "Cyber-related and Transnational Criminal Organizations Designations; Cuba Designations; Publication of Cuba-related Determination" and carries the release date 11/05/2026.

OFAC is publishing a "Cuba-related Determination Pursuant to Section 2(a)(i)(A) of Executive Order 14404," titled "Electronics, Manufacturing, Marine, and Technology Sectors of the Cuban Economy."

OFAC also made the following changes to the Specially Designated Nationals and Blocked Persons (SDN) List.

  • Added individuals, seven: CHUI, Kok Wa [CYBER4]; HE, Yujing, PANG, Visal, QIU, Yong and ZHAO, Mengyao (a.k.a. "ZHAO, Amy") [TCO], with the TCO entries for HE, PANG and QIU linked to PRINCE GROUP TRANSNATIONAL CRIMINAL ORGANIZATION and ZHAO linked to QIU, Yong; and RODRIGUEZ LASTRES, Any and RODRIGUEZ LOPEZ CALLEJA, Guillermo Faustino [CUBA-EO14404].
  • Added entities, 47: 41 carry the [TCO] tag — Phnom Penh-area gambling and betting, construction, insurance, passenger-air, logistics, fuel and technology firms, plus British Virgin Islands, Hong Kong, Singapore, Malaysia and Mauritius holding/finance vehicles — and six carry [CUBA-EO14404], including BEIJING H AND C TECHNOLOGIES CO., LTD, EMPRESA COMERCIALIZADORA DE SERVICIOS TECNICOS Y TECNOLOGICOS (TECNOSIME), EMPRESA IMPORTADORA Y EXPORTADORA DE PRODUCTOS DE LA ELECTRONICA Y LAS COMUNICACIONES (CUBAELECTRONICA), INTERNACIONAL MARITIMA SA, PETROLEOS MARITIMOS DEL CARIBE S.A. (PETROMARCA S.A.) and TENTACOOL COMMERCIAL INC.
  • Added vessels, two [CUBA-EO14404], both Cuba flag: EMILIA (LPG tanker) and GLORIA C (chemical/products tanker).
  • Amended SDN listings, five: three vessels — MARIA CRISTINA (formerly CARLOTA C), ESPERANZA (formerly NEDAS) and LOURDES (formerly GIRALT) — which add the [CUBA-EO14404] tag alongside existing [VENEZUELA-EO13850] tags, and two entity amendments — CAROIL TRANSPORT MARINE LTD (a Havana address and an alias added) and CEIEC (a Beijing address added).
  • Unrelated administrative list changes: None.

What the page does not state: no Executive Order is cited in the body for the [CYBER4] or [TCO] designations beyond those program tags (EO 14404 and EO 13850 appear only through the Cuba determination and the [CUBA-EO14404]/[VENEZUELA-EO13850] listing tags); no dollar amount, no FAQ number, and no named attacker or loss figure for the single [CYBER4] entry.

The page links two documents without restating their substance: a Treasury press release, "Treasury Targets Global Scam Networks and the Corporate Infrastructure That Enables Them," and a State Department fact sheet, "Further Sanctions on the Cuban Regime's Foreign Military Support and Illicit Revenue Networks."

Assessment

For a sanctions or trade-finance committee, the record is a listing sweep of a Cambodia-centered corporate group — gambling and betting, insurance, construction, passenger-air, logistics, fuel and technology entities — plus offshore holding and finance vehicles in the British Virgin Islands, Hong Kong, Singapore, Malaysia and Mauritius. The record lets this reader check whether any counterparty, remitter, vessel or beneficial-owner chain touches the 56 added listings or the five amended/renamed listings, and decide whether to escalate diligence, block, or file a report on those names.

For an owner or operating executive, the record names state-owned-enterprise designees in Beijing and Havana and renames vessel tonnage to Cuba flag. The record lets this reader check whether its own assets, charters, suppliers or customers overlap with the newly listed Cuba electronics, marine or energy firms or the renamed vessels, and decide whether to delay or exit exposure and fix it before a buyer or lender checks.

What would change this call

The call would change if OFAC issues a general license, FAQ, or amended guidance for the 5 November designations or the EO 14404 sector determination; if a listed party files a delisting petition or OFAC corrects a listing; or if Treasury or State publish detail — attribution, dollar figures, or the substance behind the [CYBER4] and [TCO] tags — that the day page does not carry.

Confidence

Confidence in the official record is high: every figure and identifier here is drawn from the single OFAC recent-actions page dated 5 November 2026. Confidence in the network reading is moderate: the page's own "Linked To" fields connect the TCO entries to PRINCE GROUP TRANSNATIONAL CRIMINAL ORGANIZATION and to individuals such as QIU, Yong, but OFAC's policy rationale and any attribution are not stated on the page, so motive is inferred rather than sourced.
