What's on the official record

On 9 September 2026, the Office of Foreign Assets Control (OFAC) added four entities to the Specially Designated Nationals and Blocked Persons List (SDN List) and amended ten Frequently Asked Questions, per the recent-actions page at https://ofac.treasury.gov/recent-actions/20260909.

9 September — SDN List additions. OFAC added ANWEN TECHNOLOGY CO., LTD. (Phnom Penh, Cambodia; computer programming activities; [TCO]; Linked To: XINBI GUARANTEE); SAFEW TECHNOLOGY CO., LTD. (Singapore; computer programming activities; [TCO]; Linked To: XINBI GUARANTEE); XINBI GUARANTEE (a.k.a. "XINBI"; Burma, Thailand, Laos; criminal organization; [TCO]); and LOS TIGUERONES (a.k.a. "Los Fenix"; a.k.a. "Los Igualitos"; Ecuador, Peru; transnational terrorist group; [FTO] [SDGT]).

9 September — FAQ amendments. OFAC amended FAQs 5, 13, 51, 58, 59, 74, 75, 76, 77, and 78 as part of its review of published guidance, covering OFAC's FAQ topic pages, OFAC Licenses, and Assessing OFAC Name Matches. OFAC also published two new license-related FAQs, 1269 and 1270.

9 September — administrative corrections. OFAC made unrelated administrative corrections to existing listings only, fixing errors in existing entries. No new listings were added and no new sanctions apply to those names. The corrections touch listings for BOUKICH, Abdelhakim; CELESTINO HERRERA, York Louis; DOT ONE VALUE CREATION GROUP; ISIL KHORASAN; MAKLED GARCIA, Walid; NETHERLANDS CARIBBEAN BANK N.V.; O, In Chun; ROYAL YAPI INSAAT EMLAK GIDA VE TEKSTIL URUNLERI TURIZM SANAYI DIS TICARET LIMITED SIRKETI; and SUDANESE MUSLIM BROTHERHOOD.

Assessment

For a sanctions or trade-finance committee, the record gives a concrete set of identifiers to screen against: the two Cambodia- and Singapore-based computer-programming entities and the XINBI GUARANTEE network they are linked to, plus the Los Tiguerones group. The page lists the TCO entities' tax IDs, business registration numbers, and websites, and XINBI GUARANTEE's TRX digital currency addresses, which a committee can use to enhance diligence on counterparties and payment rails. The two new license-related FAQs, 1269 and 1270, are the items to read before deciding whether to bank or hold a transaction touching these names.

For an owner or operating executive, the record flags a network built around computer-programming entities and a digital-currency guarantor, which is the kind of counterparty a business may meet through a software or payments vendor. The page names the entities, their registration numbers, and the TRX addresses, so an executive can check whether any vendor, customer, or payment address in their own books matches the listed identifiers. The amended FAQs on OFAC Licenses and Assessing OFAC Name Matches are the reference for deciding whether to stay in a relationship or fix a screening gap before a buyer or lender checks.

What would change this call

A further OFAC action naming additional entities linked to XINBI GUARANTEE, or a new general license or FAQ affecting the TCO or counter-terrorism programs, would change the screening and diligence steps above. A correction or removal of any of the names listed on 9 September would also change the call.
